Research begins a multi-year effort to modernize the U.S. electricity market

The US power grid has undergone historic changes, which are of urgent importance to sysops who oversee the grid’s markets, investments, and plans. To address the challenges of the future electricity market, a major collaborative study has announced the first study of a national project on grid modernization. The three-year project Grid modernization initiative (GMI) will provide basic technical assistance to seven US Independent System Operators (ISOs) and Regional Transmission Organizations (RTOs), which regulate approximately 70% of US electricity sales. The subject of the project’s first task and preliminary report is to identify gaps and research priorities associated with the evolving competitive wholesale electricity market.

“ISO and RTO are under pressure to maintain reliable, resilient and affordable power as the grid shifts to more decentralized energy resources, customer participation and changing market models. “Masu,” said Yinong Sun, an NREL researcher and lead author of the study. “This first report presents a broad research agenda on future market design with high priority to the US ISO / RTO over the next two to ten years.”

The project team consists of Argonne National Laboratory, National Renewable Energy Laboratory, Lawrence Berkeley National Laboratory, Power Laboratory, and Johns Hopkins University, working closely with ISO and RTO to address current market design challenges. I understood the opportunity. As a first step, the project team completed an extensive literature review and worked with the ISO / RTO to prioritize relevant topic areas. The highest priority topics were reliability services and operational flexibility, followed by new technologies (Figure 1 in the report). For each topic area, the report describes current market practices, related ISO / RTO market design initiatives, and key research opportunities in wholesale market design.

ISO and RTO ranked the highest priority research issues and opportunities and color-coded them by high-level topic area. These are analyzed and summarized in the preliminary report of the GMI project “Basic Support for ISO / RTO under Electricity Market Transformation”.

In the first application of the study, the project team currently identified issues identified by the ISO / RTO related to 1) flexibility and operational reliability, 2) resource adequacy, and 3) market mechanisms that support resource investment. We are performing three parallel technical tasks to address. The task leverages the expertise of US national laboratories and partner organizations to provide valuable guidance and assistance in market operations.

“National laboratories have specialized software and features to help us understand grid modernization on a large scale,” says Sun. “By the end of the project, these features will help inform ISO and RTO of how to address future market-oriented challenges.”
